When the air handler or a portion of the ductwork is located outside of conditioned space (25% currently), the system must be tested for leakage to meet Utah Code.  The new duct leakage code allows 7 CFM per 100ft that the system is serving.  This is a pretty tight code to meet, especially in smaller attic systems.
